A major problem with private prisons is they incentivize ongoing incarceration and recidivism, but could states incentivize private entities to *decrease* recidivism? E.g. Could you bid to “sponsor” an ex-felon, and get paid by govt as they turn their life around and thrive?

Even before bringing in private actors, it is silly that most people in government are not thinking hard enough about properly incentivizing performance in their own departments.
