How's the warehouse manager compensated? If he gets a fixed salary, his incentive to do these things is blunted.

Fixed. I am the incentive. Salaried employees without incentives, if actively lead by skin in the game ownership, will produce good results. It's really really really hard to get the incentives right. Especially when people are not just doing rote work.
