Or, maybe a domestic version of the Peace Corps. People can serve immediately after high school. Every year served earns you a year of tuition at any public university (or that proportional amount at a private university).

Eh. That’s where you lose me. I can get behind the government providing opportunity for people to grow. I start having problems when the government makes that growth compulsory. That’s a recipe fraught with disaster.

Fair point. I was operating on the assumption of good and responsible federal government, which is probably a false assumption. Let's keep it non-mandatory, but, as you said, paid in some way, giving people with fewer opportunities a better chance in life.
