Tl;Dr is he violated the espionage act. It has no whistleblower protections. There's a separate 1998 intelligence community protection act with whistleblower protections but it applies only to federal employees and does not prevent retaliation like what happened to Thomas Drake.
He was a government contractor. Afaict, there was no clear way for him to reveal what he did without subjecting himself to prison in the us or asylum in Russia. From what I know, I hope he is granted clemency or pardoned by a president.
