Not at all. Although not a daily ingredient, it would not have been uncommon during Christmas for example, especially not in the prosperous 15th c. A whole pound of cinnamon could have been had for say 36 pounds of honey, or 1,5-2 skeps. And most peasants had a few skeps.
36 pounds of honey sounds like a lot to me, especially pre-industrialized china

A typical skep will produce 15-25 pounds of honey, for relative little work (i.e. almost nothing), requiring no investment at all. Not to mention the five pounds of wax you can sell for a pound of pepper. A laborer could buy a pound of pepper with about 2-3 days of work.
