Easier to make friends or buddies/acquaintances? Depends a lot on the state imho. People in Texas are pretty insular I find, generally.

Both. E.g. in Munich 90% of my friends were non-Germans, in the NY it's 50/50 (and NY has a much higher share of immigrants i think). My better German speaker friends had similar experiences. You could be right, i only know NY (and SF/Seattle to a lesser extent).
