Dirt poor but it could feed itself right? The closing of factories all over the U.S. certainly sent quite a few Americans into poverty. If not, China who else?

That's a good example. Seizing the land of people who knew how to farm and giving it to people who didn't. Uganda might be a solid candidate (North Korea too, but unrelated).

Oh, hell, the most obvious example slipped my mind. Venezuela. Nationalize the oil companies, and drive them off a cliff so badly people are reduced to eating rats and gangs are rationing their bullets.
