India isn't creating extreme poverty though, they're just not addressing it effectively. That's a pretty big difference. I remember someone asking Meles Zenawi about how the number of poor in Ethiopia had gone from 10 million to 20 over some period...
And he was, rightly, like well...our population has 8x over the same period of time and we've actually reduced the percentage of people in extreme poverty.
