He's right tho that it gives America more leverage. We could see cold war 2.0 with each nation getting its own manufacturing client states.

Typical behavior from those types. It's hard to say. First, the u.s. doesn't have to go to Latin America. China and Vietnam are enemies. U.s. is a strong Vietnamese Ally. The only country in SEA I'm told that gets along with China is Cambodia, which is backward afaict.
Now, as for latin America, the work ethic is there. I don't know about the education and ingenuity that China has proven however. That said though, management and supervision can be imported until it is learned (or not).

There are a lot of things going on in Brazil that inhibit Foxconn achieving China-like efficiency - it's not just work ethic, if it is at all. Central Americans immigrants are hard workers in the States.
