Re: visa program: a lot of tech companies station non Americans in Canada for a few years so they become eligible to L visas (because H1B has a lot of issues), then bring them to SV. At least 5 years ago this was a thing. Not sure how this tilts the above picture.

Not sure either, but America needs its head examined for not handing a visa to everyone who can do math, science, or code.
