Why is there not a marketplace for video content like there is for almost everything we consume? Why are still selling Netflix shows? Can't Netflix just pay content creators per view? Video seems so fragmented compared to retail and it's unclear to me why that is. Why is there a Hulu, Netflix, Prime Video, and Disney when we just have Amazon?

I think it's because high-end video content is not fragmented enough to make a vibrant marketplace. Suppose you had a marketplace that had every movie on the planet except for Disney's. Oligopoly. Big enough that a streaming service can't defeat them in detail and build up critical mass, but too small for any one of them to dictate the market either.

Apple was able to strike off the success of the iPod and get all the major players on board when they launched the iTunes store, but that was long ago when people were fairly clueless about where things would go. I'm sure the music labels would like to have a do-over

Record labels have lower market share (64%) and it is much more practical for you or I to go record in a studio and then distribute on Spotify than for either of us to make a film. Market is more fragmented and thusly lends itself more easily to marketplace distribution.
