Oligopoly. Big enough that a streaming service can't defeat them in detail and build up critical mass, but too small for any one of them to dictate the market either.

Apple was able to strike off the success of the iPod and get all the major players on board when they launched the iTunes store, but that was long ago when people were fairly clueless about where things would go. I'm sure the music labels would like to have a do-over
