In general, most manufactured goods can be shifted around to avoid tariffs, and thusly not increase price for consumers but with such short notice, prices are going up for the holidays. For sure.
Do I think there is a problem with China's trade practices? Yes. Do I think that deindustrialization of a once great manufacturing nation (USA) is a problem? Yes. Do I wish that the policies designed to solve these problems were more thought out? FUCK YES.
