D. More Smart People. Smart, high income, high education people, have fewer children in this country than the opposite. This is in part encouraged by government incentive. That needs to change. E. Culture. While it's come a long way, failure needs to become more acceptable.

When you do something innovative, you're more likely to fail. People are afraid to fail. As a society, we need to change that. F. Copy where you can. The US leads in many fields, but perhaps we ought to copy other countries' healthcare.
