kind of crazy a country is not allowed to count its citizens, no? IMO the count should be citizens (for voting/districts/representation purposes) AND non-cits (for infrastructure, etc.- can't starve the gateway cities bc of high % non-cit pop)
By Hemptons logic, an airport would be a "retrograde" for counting international visitors, a statistics that determines forecast of future services. The Constitution point here is a strawman. Barbarian Cap's point is totally reasonable.
