It would be interesting to find out national differences in consistency. My guess is that the most consistent have highest cognitive development

It would work moderately well if how well it were enforced were unknown, which is basically the situation. Smoking at Gas Stations is Prohibited as it may cause explosion that will kill you and others ^does the trick.
