With how sticky housing is, cities that seem overpriced and overhyped can be excellent investments. For example, everyone loves Boulder, CO. With how most jobs are structured, it will take a long time for the population who wants to move there to get there.

I know Boulder is way above the American mean, but, depending on how you look at it (think of the value Boulder offers, or its prices relative to California), it's underpriced.

Your point is correct. Boulder is probably a good housing investment. But you have to be wealthy to do it. Boulder is a gated community. They have put in place very restrictive zoning laws to keep it that way.

What are some similar cities that don't have restrictive, cartel-like zoning? Austin? Provo, UT?

Not an expert. But boulder is unique enough that I know about it. Also live in co. If you are an outdoor lover, active, and rich, boulder is Shangri-la.
