Kind of hard to answer this question, but do you think another Canadian city could sustain an NBA team, perhaps Vancouver if it had never happened or Montreal?
Neither would be sure bets. The NBA doesn't seem to fit well with francophilic (or whatever it would be called) Montrealais culture. And well...Vancouver already had a team... I wonder if Mexico City could have one!

The money in Montreal is still very French Canadian. The anglo money is all in Toronto. I don't have a good read on how Montreal has changed over the past 10 years.
