Makes more sense as empowerment ex-education, agreed. That said, some, like Thomas Sowell, would argue it's actually paradoxically disempowering.

I'm not sure it has gotten more scrutiny. It kind of depends on what demo you look at. Afaict, it's been celebrated by the press. If I had his money I wouldn't do some, to my mind, bizarre scholarship for people in my ethnic group. I think that's lame, but his call.
