Like a contract, both parties get a copy and have to agree. It will be harder to deny a US appeal that is in their law. It gives China less wiggle room and US justification to act.
Unfortunately Chinese "law" is much more interpretative than it's American cousin.

Having it in law and publicizing it would be better than an understanding. Ultimately its justifying responses by US.
