Which level of regulation do you prefer of the products/services that businesses can offer customers? Absolutely minimal, most everything that regulators think might help, or roughly in between these extremes.
1. Imho, doesn't make sense to normalize this into more or less regulation. Better or worse is the better question 2. This is so industry specific. Compare pencils to heart implants.

In practice we can only authorize regulation that is better or worse in the eyes of the current regulators.

Not a simple topic, but I think I disagree. If we pass more laws, that effectively, is more regulation. Maybe you're trying to say more enforcement of regulation, which is different?
