You could definitely build in brick, and there are certainly still some stonemasons out there. Finding an engineer or architect to sign off on the plans might be the hardest part.
Really? Why would that be? I'm really tempted to do this type of thing. Beautiful buildings like this are much more pleasant to live in and have tremendous sale value.

I suspect that there are fewer of them with training and experience in traditional materials. Pre-stressed concrete? No problem.

The best way is of course to build it yourself. Stone is one of the easiest materials to build with (takes a lot of time and effort but...). The main hurdle will be legalities.
