I assume federal funding is being discussed because it's politically easier to fund infrastructure via endless federal debt rather than asking the beneficiaries of the projects to pay for it.
All of the following forms of infrastructure have primarily interstate, international, or nonlocal use: Ports Power plants Highways Airports Railroads So I think it makes sense to use a mix of local and federal funding. Of course, where possible they should be funded by users.

Agree, but they need federal funding. The port of Houston received containerized freight not only for Houston...but Dallas...and even Louisiana. Hence the need for fed funds, Imho.
