Would the US be well served by a law that prevents people from taking on credit card debt before the age of 25?

My suggestion probably sucks, but for most people, it's probably not a good idea to be using a credit card to make a movie or do a startup based people sleeping in strangers' homes.
Fwiw, my thought was based on a conversation I had with someone wherein he described that he DESTROYED his credit when he was 18-19.

A surprisingly high number of superficially functioning people do not know how credit cards work and cannot use them without going into massive debt.
