What does non-arbitrageable mean in this case? Ideas that are not copying something from a foreign market? Ideas that don't leverage labor cost differential? I don't understand.

It means a tactic that is underpriced and will provide outsized returns E.g. paypal using $10 refer a friend at the time, now saturated (ie. not arb exists) Or a new DTC co going to market via SEM / affiliates / etc - standalone, no arb opp left, once was useful
