The only two things I can think of are:
1. Vietnam has been less controlling on the internet than China
2. Vietnam allows google, facebook, and many other foreign internet companies to operate in the country.

I'm still learning myself but I can say the Vietnamese government does behave currently very differently than China. There are real similarities but significant differences. Current account surpluses, strictly managed capital controls, foreign investment, etc very similar 1/2

However, not nearly the level of government or Party control, nor the rabid nationalistic animosity towards foreigners or foreign business you see in China. Lower levels of social control than in China but corruption from what I hear an ever present concern
