I'd guess that China's got Germany beat in those areas as well. If most batteries are made for cell phones, I'd advise German companies to set up shop in SEA while developing technology at home. Best way to compete, assuming there is a way!
First, no state support means you must make money. If you must make money, good luck competing with not only China, but subsidies. Second, manufacturing is not just a function of know-how and labor costs. Labor and environmental regulations and supply chain are factors.
