      It's low cost (relatively) and it probably allows them to keep the 3.5 billion in Federal money.

      I guess, but if that's the best reason they've got, heads ought to roll. It's sort of like just building the section of the transcontinental railroad from Cheyenne to Ogden.

      One other thing about why they've kept a portion of the HSR porject is that they already started construction.
