ought to be reserved for whomever wants to subscribe to the ideals, which are not racially based, of these nations. Different populations obviously have different average IQs/smarts (and other characteristics, which are harder to measure), but in the case of the new world ...

countries, I see no reason to use the emigrating country as a factor in admission in immigration - because, simply, there are other ways to sort for positive and negative immigrant characteristics that are better metrics.
