It's in relative decline, not absolute.
I didn't read the paper...and the first line said what I said. I still haven't read the paper, but let me just say this. Both optimism and appreciation for the virtues of scientific discovery and Elon-Musk-ian forward thinking investments seems to be at a historic low.

Good points. It's a good read - sheds light on current state of U.S. science. Some more interesting points: - U.S. scientific labor force has grown faster than the general labor force - Earnings by scientists' earnings has grown slower than other high paying professionals

And you're right about the relative decline. China and India have a big labor pool - and culturally they don't take STEM lightly. But looks like no end to U.S. pre-eminence in sight - as long as it still accepts the smartest immigrants.
