Something that is sustainable and relies on local materials. In the desert that means sand, rocks. If built straight enough it should be shorter than half of the famous great wall of China. Steel pylons? It will be stolen for scrap metal.

I don't see how steel pylons, if properly fastened will be stolen. Would a locally sourced sand and rock wall of the height required with the required portholes not be prohibitively expensive? You say it would be more sustainable. How long before it becomes cheaper than steel?

Something being expensive has never stopped the US government before, and not even if accompanied by hundreds of thousands of civilian deaths for no purpose at all. The technical problems can be solved.
