I think the two most impactful urbanist reforms this century have been Mumbai and other Indian cities loosening their density controls, and Mexico City dropping its parking requirements

Where can I learn about Mumbai loosening it's density controls?

Here's the problem they're trying to fix: http://alainbertaud.com/wp-content/uploads/2013/06/AB-Mumbai-FSI-Conundrun-Revised_June-2013_kk-ab1.pdf … ...then if you google "mumbai fsi" you can read articles about what they've been doing, no one article about it stands out

So the problem is that there is really poor road and sewer infrastructure to support tall buildings and because there are so many people everywhere packed like sardines it's hard to build the infrastructure, despite high land prices?

So then what do you think is the problem here? That the powers that be like restricting supply to keep their high story property values high?

The density restrictions were put in place in an attempt to curb population growth in South Mumbai as well as to encourage redevelopment of existing dilapidated buildings (you got a substantial density bonus for redeveloping a dilapidated building).

The policy was a mess because it didn't curb the growth of slums, and it created an incentive structure for landlords to let their buildings deteriorate to the point of almost collapsing in order to get that density bonus.
