take up on act 20/22 (the special break for moving to PR) has generally been lower than expected, so the "job creation in PR" requirements were loosened ... not convinced this strategy has worked quite as advertised. PR's corporate taxes on its own residents aren't that low

To your point, none I know have hired there. That said, they are spending money there so that may help.
