I think there are a couple of differences that work in NK's favor relative to Germany. First, Koreans are both super smart and hardworking. Even more so than Germans. Second, instead of bordering other undevelopee countries, nk is surrounded by development.

NK also starts from lower which makes it easier to grow fast for a while. So I don't really know. Some other things to consider: after 40 years (1.5-2 generations) the previous culture is still present. After 70-80 years much less so.
