It will be interesting to see how the rise in the cost of living drives adoption of distributed work which could actually be a catalyst to more innovation as critical mass of engineers realize they can stay in low cost cities, start meeting each other IRL, and start side projects
I'm not sure work can be distributed. There's no good substitute for a face to face conversation packed with enthusiasm over your team's new product. Also, distributed works much worse for hardware.

VC provide money, not strategic advice. People can form companies in cheaper cities with money procured from San Francisco. It will just take some time for entrepreneurs to realize this en masse.
