ZTE was huge and for some reason which makes absolutely no sense he folded like a cheap suit. Even if you don't want to kill them, he only got an employee there to watch them? Really?

I don't know the specifics of the situation, but everything in negotiation is push and pull. And who knows, maybe ZTE's American suppliers wanted business to continue...
