Various estimates exist, but about 100K african americans received homestead grants out of 1.6 million. There was a 2nd act explicitly directed toward former slaves, yet only 1/4 of the 28K homesteads went to black ppl. Homesteading overwhelmingly benefited white people.
For example, Oregon had a series of laws that excluded black people from settling in the state.
