@TheBigYogurt checking green card statistics. Apparently the only place with an even longer backlog than Manhattan is Houston TX (Dallas is 3rd). So you beat my state but not the city!
Texas seems to have very strenuous polcies for the awarding of stuff like green cards or drivers licenses.

GC policy is set at the national level, so a large part of it is about the supply of applicants and the processing power of the local authorities. Whats with the driving licenses though?

Understand what you mean but attitudes may be different. At the end of the day a human must approve your application? Getting a driver's license down here is hard!
