Actually, I wouldn't argue that the Russia threat is overstated. All available evidence points to active efforts at undermining our very epistemology, exacerbate racial tensions, and attack core institutions. China's influence ops are defensive, clumsy, and ineffective.
Not sure what "undermining our very epistemology" means, but what's Russia's angle for exacerbating racial tensions and attacking core institutions? What's the point of them spending government revenues to do this?

You could argue quite credibly that, with their significant oil reserves, they like to stir shit up in the middle east but, America? Why? Don't they have enough problems? Secondly "all available evidence" is functionally hyperbole, because there ain't none.

It means going after the very idea that there is truth, that there are facts. This has been a Russian strategy for quite some time. They've used in Ukraine, all over Europe, and in the U.S. in 2016.
