Well... As you pointed out, not so easy to cure homelessness...especially in a place like San Francisco, so to my mind that qualifies him as a bullshitter. And, if you have a plan, why not just do it? Why do you need to talk about? He's virtue-signalling.
That said, I don't know enough about the guy to be as confident as I sounded in the last tweet. He just strikes me as a bullshitter.
