differnt. holding BTC doesn't allow you to e.g. make new regulations, interest rates, etc.

With 1/3 of the market, they could certainly lobby. Seems to me that they can make regulations just like any other outsized market power participant. To my mind, when Bitcoin processing power gets concentrated it can be as bad, if not as worse than the too big to fail banks.
