1. Chinese statistics are bullshit. I can elaborate using anecdotal and "official" data. Latvia, Estonia, and Switzerland are not comparable countries and of course Russia has a higher rate of freight rail. They have no people and lots of resources.
2. It's a chicken and the egg problem. No railways => a walkable neighborhood does not develop around the train station. No walkable neighborhood around the train station => no railways will be built.
