So. The issue isn't that administration took money from FEMA for ICE. It's that the Admin is pulling funds from other agencies' budgets to fund ICE programs in order to bypass congressional review/approval, or use work-around with R approps chairs. $50 says there's more.

Partly I bet they wanted to show naked contempt for orgs like FEMA they don't respect. I'm convinced that not just these guys but many GOP/capitalists see prep/reserve for any problem not happening this quarter as "inefficiency", money that could have been better spent elsewhere.

Also, about the funds moved from FEMA to ICE, it occurs to me it's a sort of monetary analog of the pointless dissing of the Obamas by Trump in Russia as alleged in the Steele dossier. Both involve a marking of one's turf with one's scent to send the message "because I can".
