@ModeledBehavior No we wouldn't, unless someone is being irrational. Voice implies cops prefer these things to equivalent cost in direct pay
@AndyHarless unions not perfect u max mechanism. Can't think of the paper, but evidence shows teachers value pensions less than the cost.
