When did it become so difficult to adopt a cat? Last time I walked in the shelter and left with a cat in a box, no questions asked

Re dogs, some people want to get a dog for nefarious reasons (dog fighting, training to be aggressive). The shelters understandably want to filter out those. Re cats I think they want to avoid people taking cats and then returning them. Stressful for the cat.
I’m also finding that dog rescues are waaaay better organized than cat rescues
