What are the programs

The program is simple. No punishment and allow them to reoffend over and over and over again.

It feels like he is hoping they kill each other so at the end there isn't anyone to prosecute anymore. When you have gun battles in full daylight in the Haight, well.

I feel it's more like he hopes the victim gets killed and not the criminals. Then he didn't have to do much.
