There's a lot of private recordings of people breaking ToS that has been spread throughout the years with the purpose of getting people banned and Blizzard hasn't responded so yeah I'd say it's selective unless we'll see that list massively updated soon.

I see where you are coming from, its so easy to cancel someone nowadays sadly, I just wouldn't dig that topic too much because 90% of the top end of pve/pvp was corrupt in the past when it comes to breaking ToS this is gonna suck for AWC a lot with top 2 teams gone
