The moment the beta goes down and comes up the accounts get flagged, thats how it was for me, they get it the same time as the invite waves usually roll out :)
A lot of people has been asking me about the flagging, I don't know anything at this point - I'm sorry. I asked about it and will hopefully know more tomorrow, I had expected the accounts to get flagged today as it's been confirmed that they received the battletags.
