Oh interesting, I didn't watch the clip just assumed that is what it was since you can recreate it consistently as frost when a Blizzard is present

My theory is that whenever there's some sort of other magical or aoe effect present it delays/ignores the animation or RoF so maybe zone/meteor is what bugs it out

Meteor then maybe? It is present in the clip. But something like that could easily be attributed to graphic settings, obviously a bug, but perhaps as a result of some optimization on it?

You’d think multi-billion dollar company would have some sort of solution to this

They sure have the resources but it's not a priority because it doesn't have a devastating effect on pve as it does on pvp, and minor bugs like this usually gets fixed over the course of an expansion
