Not sure about a strategy paper, I was more making my own argument, but if I can find on I'll let you know! I think I can use studies to back up my argument though...

... At least here in Britain, there is evidence to suggest that we're pumping too much money into the police and not seeing equivalent returns http://eprints.lse.ac.uk/38350/1/blogs_lse_ac_uk-The_unprecedented_growth_in_police_budgets_and_numbers_in_the_last_10_years_have_not_markedly_improve.pdf … This suggests suggests that we have a bit of money to pay around with, so what can we do?

Cus at the end of the day, a lot of crime is financially motivated. If we can guarantee more financial stability for the poorest in the country, they won't feel compelled to go out and commit so much crime https://law.yale.edu/sites/default/files/documents/pdf/Intellectual_Life/FoleyCrimeFeb08_(2).pdf …

I could agree with those measures if they turn out to be sufficient, yes. Still, one could specify and say we should defund the police to demilitarise them, but that would be an argument against their actions in protests rather than their everyday conduct
